Why Gujarat government communications managed by Delhi based Aakhya Media?

After Gandhinagar, the firm succeeds to get in Vadodara and Kevadiya Colony information offices.

Fresher's and inexperienced people are recruited to handle the face of Government.

Under the privatization model, the government of Gujarat has already outsource its communication work ,to a Delhi based PR firm Aakhya Media since more than 5 years.
As per the terms ,the government has to declare the interest via tender and bidding process ,but their has been no such move..
The information department of state capital is actually runned by Akhya Media, and they recruit fresh and less experienced manpower to execute one of the most responsible task of government communications.
After setting up the base at Gandhinagar information department,this agency has succeeded in grabbing the information department branches at Vadodara and Kevadiya colony.
A senior official ,who hardly understands Gujarati started the recruitment drive at Vadodara for Subeditor level position ,where the salary will be given by the PR firm ,but they have to execute the day to day work of information department in coordination with information authorities.
On Saturday , a senior official from Akhya Media named Mr. Abhinav visited Vadodara,where he was suppose to meet some candidates from who are active in media . Their were about three candidates ,who were working journalist of leading publications and television channels . As per the scheduled time these candidates reached the venue of interview but they were not called ,niether informed about the status for three hours.
When these candidates called to confirm about the interview time to another official,who had arranged the interviews,they were told that the  interviewer had to rush to Ahmedabad. But actually he was present at the venue and was spotted enjoying a cup of tea with information department officials .
As per the sources, the agency had already finalised a person ,and they were actually dramatising the interview format.
As per the communication strategy a local person or agency with strong media relations is an ideal choice for outsourcing the ccommunication task.
While a Delhi based agency has been given the mandate since last 05 years  without following any communication guidelines.
These agency staff members are hardly aware of media universe of Gujarat,niether they have developed any relationship with the state media fraternity. But what they are powered by is the influence on goverment ,which helps them to enjoy fees in lakhs ,for practically doing nothing worth since 05 years and these may continue for years.
